We've now successfully acomplished our first discussion, and well done to all of those who participated actively in the session!!!  Here are then the last questions to analyse. Please answer them and bring them next Friday (written to hand in). Remember you can work in pairs or groups of 3 maximum. Also, bear in mind that your comments on the blog will only be evaluated if they are posted BEFORE the discussion session in class.
Well, and here are the questions:

1. Which is the real level of commitment and participation of the private sector in this plan? Which is its contribution in the logistics, infrastructure and costs?
2. It is claimed that the politics for planning and development do not agree with the evolution of the markets. What do you think?
3. There is poor participation from the Estate in the profits given by the telecommunication services. Do you agree with that?

  1. 1.I think the contribution neither the participation by the private sector is enough, they should be consious about the real situation of colombian people, because what they really donate is not useful at all. maybe that donation are just for the name of their companies and not because they were really thinking about help.
    2. to be realistis, I do not know much about politics but I think that the evolution of market is good for the country because it contribute to the development of our communities.
    3. I think they is not well distributions of that profits, and the state is not doing a great job with telecomunication services, a real example is that still many states in colombia does not have cellphones signal...elisa

1.I think that the participation of the private sector is realy low, since, according to what I haver seen, they just contribute with less donation in comparison with what they get every year. It would be nice if the private sector gave at least 1% of what the get every year to education. Sometimes, private sectors just invest money in profitable business.
2.Well, I think that all the money that receives our country from the market is just for few people, the majority of people have not a god standar of living. I think in our country there is no equallity.
3.Yes, I think so. Because the majority of telecomunication sevices belong to the private sector. So the State has npo participation in this area.

  3. Although I do not know much about this topic I think that a real problem in our country is that people is not aware of the importance of invest on ourselves and to be honest. People only think about of their own benefits and they do not think on the development of our country. I think that it is one of the reasons why we are in disadvantage with other countries in which people are willing to lose their lives for their country and all the things they do are in order to help their people and country.

  4. 1. The government makes a clear invitation to the private sector and the academia because the National plan could not be achieved without them. They manifest that many of the National Plan projects need private sector’s investment to assure its continuity during the following 3 years. Regarding to the costs, the Government and private sector must try to form alliances with telecommunication provider companies in order to provide internet service with low prices. In terms of logistics, the National Plan project “Colombia en Línea con el futuro” needs the alliance between public and private sector to assure its success, it means that private participation guarantees the ICT’s sustainability.

    2. As the years go by, the National plan requires modifications in order to achieve their specific aims. It means that the National plan needs to be revised constantly because globalization makes changes in terms of marketing and trading which must be adjusted to the country development and new technologies.

    3. In the National project –CPE-, it can be said that Colombian Estate has reduced the amount of computers per student. In 2006, there were 45 students per a computer, but the next year there were 36 students per a computer. Unfortunately, Colombia is located in the lowest place in the ranking of technology access for students in Latin America.

  6. 1. Which is the real level of commitment and participation of the private sector in
this plan? Which is its contribution in the logistics, infrastructure and costs?

The level of participation needed from the private sector on this plan is huge. Without the active help and participation in it, the goals proposed for this plan will never be accomplished. A tremendous investment is needed to carry out this plan and only from the private sector it can be obtained. Their help is needed on almost every aspect of the plan.

    2. It is claimed that the politics for planning and development do not agree with the evolution of the markets. What do you think?

I think sometimes private interests are prioritized when designing plans in the country. Sometimes politicians look for their benefit rather than the benefit of the country and maybe that’s why we see sometimes how Colombia is not able to compete with other countries and their markets.

    3. There is poor participation from the Estate in the profits given by the telecommunication services. Do you agree with that?

Well, considering that almost every company related to the telecommunication services belongs to the private sector or is not even owned by Colombian people, it is quite hard for the government to be involved in their profits. Though I do think the government should be an active part of these companies.

  7. 1.Well, Im not pretty sure if this is a good example but I remember my Spanish class. Our teacher asked to write the novel "María" by Jorge Isaac. For teenagers it was so boring but the teacher found the way to make it interesting by the design of a newspapper, with all its sections based on different aspects of the novel like characters, places, events etc. They had to be very modern in the newspaper with original pictures and of course a very curious name. So,we learned how to design a newspaper and we could enjoy the novel.

2.)What I think is that this kind of new forms (chat, mails, emoticons) in 15 years from now, are going to be useful for young people because this population is in permanent contact with internet and computers. So, they are going to be even part of their lifestyle. But it seems to me that old people is going to have problems with them due to they are not familiar with this forms becasue they had other education, where language rules had to be respected and followed. For this people, it is difficult to understand perhaps that language changes constantly.
